(1) The Department or the mission may issue seamans passport to the Nepali citizen who is going to work in ships.
(2) If an ordinary passport holder submits an application for seamans passport to the Department or mission enclosing the prescribed documents for the purpose of working in ships, the Department or mission shall issue seamans passport subject to the prescribed terms.
